There is no such thing as this release of cell numbers to telemarketers. The same warning goes around periodically with different 'doomsday' dates specified. FYI, you can check:

It mentions that one cannot infact add a mobile number to this do-not-call list. PS: It's probably 'The Man' who is disseminating this seemingly harmless, but bogus warning--trying to verify info by self re-listing in their databases.
