Cheney? Well, see, that’s complicated. He’s not part of the “government” as you might normally think of it. See, he’s his own deal - this other thing that doesn’t have to worry about pesky hindrances like checks and balances, or elections, or any of that “democracy” crap. Ruling is so much easier when you can do whatever you want. Freedom is so dreadfully untidy.
